команда примерно такая, на входе HLS h264+aac
ffmpeg -nostdin -loglevel verbose -re -i http://server/stream/index.m3u8
-vcodec libx264 -vb 2000k -preset ultrafast -tune zerolatency
-c:a copy
-f rtsp rtsp://127.0.0.1:9554/live/stream
на 19.07 всё работает, после обновления до 19.11 - в webui - waiting, в логе:
